Meeting of the Student Council of 11 June 2015

On Thursday, June 11, 2015, the first Student Council (CdS) was held, which involved the new student representatives elected on May 20 to the Joint Commissions, the Academic Senate and the Board of Directors, and all those elected to the Council of the Study Programme and the Councils of Territorial Poles invited.

Two main items were on the agenda of the sitting: indirect elections of student representatives,and the formulation of a mandatory opinion on the new taxation envisaged for the A.A 2015/2016 .

The aforementioned votes, held among the aforementioned elected members of the CdS, were carried out to elect the following offices:

  • President of the CdS: Filippo Campiotti representative in the Academic Senate
  • **CdS Vice-President: **Manal Qablaoui, of the Joint Commission of the School of Industrial and Information Engineering, CCS of Aerospace Engineering
  • A member of the **Evaluation Unit: **Arianna Travaglini of the Joint Commission of the School of Architecture and Society
  • Two members for the Single Sports Committee (CUS): Francesco Mottini of CCS in Civil and Environmental Engineering, Mauro Cicalò of CCS in Management Engineering
  • Two members for the Single Guarantee Committee (CUG): Ennio Visconti, of the CCS in Computer Engineering, Francesca Travaglini of the CCS in Management Engineering
  • Two members as Occupational Safety Manager (RSL): Marcello Cadorin, of the CCS in Architectural Design, Davide Tassarolla of the Joint Commission of the School of Civil, Environmental and Territorial Engineering and CCS in Civil Engineering

We wish all the elected good work, with a special good luck to the guys of SvoltaStudenti elected: Manal as Vice President of the CdS, Francesco at the CUS, Ennio at the CUG and Marcello at the RSL.

Once the voting operations were completed (of which you can read the results and related analysis in the previous press release published on the FB page of SvoltaStudenti), these were the innovations introduced in the taxation system for the next Academic Year.

Although the range of the ten bands will remain unchanged, the obligation to switch from the ISEEU indicator to the new ISEE will mean that "80% of households will tend to have an ISEE indicator 10% higher than the ISEEU"; it should be noted that no actual data are available and this estimate is roughly based on a small sample of about 300 families.As stated by the Head of Services of the administrative area of the University, any extra tax will be allocated to activities and funds for student activities and projects (including the MeritFund).

Another novelty related to taxation is the window for submitting the ISEE declaration and the default for declarations beyond this finsetra. Until last year it was possible to present the ISEEU from September to December and from January to March with payment of a default of 100 euros. With the transition to the ISEE declaration this is no longer technically possible. The presentation window will be open from January to March,and from April to May you receive it with payment of arrears. For the latter, it is also planned to increase from € 100 to € 250 the default for the delay in delivery of the ISEE declaration. Also in this case the intention was declared to allocate any extra rent to resources for students.

Our Opinion

Regarding the transition from ISEEU to ISEE, there is in fact the risk that, given the hypothetical 10% increase in the income indicator, some students will be assigned to a higher tax band than in previous years.

Taking note of the more than positive will of the Politecnico di Milano to allocate the extra revenue to funds for students, we will propose if necessary a remodulation of the contribution bands that determine the amount of contibuti due by Polimi students, so that the transition from ISEEU to ISEE will be corrected.In addition, our representatives expressed in the session of the CdS the will to leave pending the opinion on the 150% increase in the default, with the proposal for a revision in the central bodies (Academic Senate and Board of Directors), to have more details about it. In fact, the documentation concerning the new taxation was sent to us representatives only one day before the convocation of the CdS.

Marco Licari (representative on the Board of Directors) asked for the appropriate documentation to ensure that students also have the information necessary to evaluate the issue in the Academic Senate and the Board of Directors, expressing the need also for the Student Council to obtain such documentation at least one week before the date of convocation,so that all parties have the opportunity to deepen the topic.

Going into the merits of the matter, we asked ourselves the following questions:

  • Why has there been such a high increase?
  • Is the phenomenon of delay in the delivery of the ISEE increasing?
  • Has the administrative cost of the delay increased?

The presentation window of the ISEE declaration is lower than the ISEEU one, so such a high blackberry focuses on the much tighter times to avoid too many delays and to give a blow to the negligent.

But at the same time it is not possible to analyze the phenomenon as a whole and therefore a change in trend with respect to the number of students in arrears in recent years given the absence of documentation in this regard.

It is reiterated that it is ineffective to talk about these issues without data or justifications available to us students and how the discourse would result in a distorted discussion with only ideological and demagogic tones:this is certainly not the idea of representation that SvoltaStudenti wants to carry out.
